This Course is designed to instruct the police officer who is the first responder to an active shooter call the proper procedures to ensure his safety and that of all the persons involved. Advanced Investigator/Detective Course

This course is being presented by the Cape May County Prosecutor's Office. It is a three (3) day course and is a continuing education course for the investigator/detective. Course topics include, basic crime scene photography, advanced latent fingerprint development including blood print development, use of alternate light sources, interviewing and interrogation, video taped statements, and advanced search warrant preparation.

Alcotest 7110 MKIII-C Recertification Training

This one day course is being presented by the New Jersey State Police Alcohol/Drug Test Unit and will recertify Alcotest operators. Students will be trained how to properly conduct a breath test using the Alcotest as well as how to properly change the simulator solution. In order to participate in this training, students must have already completed the initial one day conversion class from the Breahalyzer Model 900 / 900A to the Alcotest 7110 MKIII-C in either 2005 or 2006.

ATV Operator Certification Course

This course is open to all police, beach patrol and emergency personnel. Topics include introduction to safety awareness, preparing to ride and getting familiar with your ATV, starting your ATV, riding strategies, turning, quick stops and swerving, riding over obstacles, riding on hills, and safe handling practices.

Basic Course for Police Officers (Residential Academy Setting)

The Basic Course for police officers consists of 840 hours of training mandated by the Police Training Commission. This includes over 98 hours of physical fitness, 64 hours of firearms training, 40 hours of injury crash management, and over 638 hours of academic instruction and practical exercises. Some electives include water rescue, officer survival, and introduction to computers. Applicants must be sworn, full-time employees of a municipal, county, state institution, or qualified alternate candidates and conform to all standards prescribed by the New Jersey Police Training Commission. Periodic drug screening of all trainees is conducted during this course. Confirmation of drugs in the trainee’s urine will result in immediate dismissal.

This residential program has been extremely well received. The program offers meals and lodging, a computer room for use by the recruits (recruits are issued computer laptops during training) and additional training through LETN. Recruits earn the right to take additional courses at night on their own through the Law Enforcement Training Network. The academy also employs force on force training using marking cartidges for handgun/weapon training, boxing, and will additionally certify recruits in Red Cross Community Water Rescue. Basic SWAT

This is a physically intense two week course that will include long hours under arduous conditions. Course requirements and participation will include working at heights and strenuous physical training. Candidates will be required to pass a physical performance test prior to entering the program. Areas of training will include: individual and tram movements, firing of duty handguns and specialty weapons, chemical agents, distraction devices, operation of ballistic resistant equipment, night operations, intelligence gathering and physical fitness. Candidates who do not perform to an acceptable level may be asked to leave the program prior to its conclusion.

Cape May County Citizens Police Academy

These informational classes are designed to provide an opportunity for the class attendee to gain a clearer perspective of law enforcement. Courtroom Testimony

DWI Detection/Standardized Field Sobriety Tests Course

This five day course is being presented by the New Jersey State Police Alcohol/Drug Test Unit and is designed to assist law enforcement personnel in detecting impaired drivers. Students will learn how to administer and interpret the three Standardized Field Sobriety Tests including Horizontal Gase Nystagmus Test, the Walk and Turn Test, and the One Leg Stand Test.

Emergency Medical Dispatcher

The 32 hour Emergency Medical Dispatcher Course is required of all call takers. Successful completion of a 4 -hour Basic Telecommunicators Course and a Basic CPR Course is a prerequisite for this 32-hour EMD course. This course carries 21 continuing education units.

Firearms Instructor Course

This course is designed to instruct department personnel who will be assigned the task of instructing and certifying officers in the use and care of firearms. Subjects include instruction in methodology, firearms policy, testing and operation of a firearm range. The officer must fire three consecutive scores of at least 95% on the regular handgun qualification course to successfully complete the program. Focused Interview System

This course taught by Robert Martin of the National Institute for Truth Verification will give both detectives and patrolman a practical and applicable understanding of structured and non-structured interviews and interrogations. Interviewing and Interrogation

This course is being presented by the Cape May County Prosecutor's Office. Methamphetamine Safety and Awareness for First Responders

The United States Drug Enforcement Administration will be conducting a one day seminar on Methamphetamine Safety and Awareness for First Responders. The training program is designed to prepare the police officer, firefighter, or EMT to recognize specialized problems and hazards associated with the production of methamphetamine. Topics which will be covered include History and Effects of Methamphetamine, Emerging Trends in Methamphetamine Production, Clandestine Laboratories Awareness, and Public Awareness. The objective of this course is to enable the first responder emergency personnel to be able to recognize and identify a methamphetamine or clandestine laboratory while answering a fire, medical or other emergency call and apply techniques for overall safety.

Methods of Instruction

The New Jersey Police Training Commission approved course is designed for individuals who plan to teach at police schools and/or their respective departments.
This course covers selecting methods, establishing goals and performance objectives, constructing lesson plans, testing and evaluation, psychology of learning, effective speaking, principals of learning, use of training aids and instruction on Micro Soft Power Point for presentations. The student will be required to deliver a 10 minute, 20 minute and 45 minute presentation complete with lesson plans. The 20-minute lesson plan will be video taped and reviewed by an instructor with the student.

The NECI Emergency Communications Instructor (ECI) National Certification Course is a 3-day train-the-trainer national certification course. Pressure Point Control Tactics Instructor Course

The PPCT Defensive Tactics System is the first subject control system developed through tactical, legal and medical research. Tactically it addresses the most common type of resistance officer’s encounter, allowing the instructor candidate to maximize on the job related techniques. Legally, the PPCT System teaches a simple but comprehensive use of force continuum that clarifies the appropriate force level for every level of resistance. SLEO Class One

The Special Officer Class I is certified by the New Jersey Police Training Commission. This 80-hour course provides training in PR-24, handcuffing, defensive tactics, disorderly persons offences, first aid, use of force, various patrol concepts, and ethics. SLEO Class Two

The Special Officer Class Two consists of over 459 hours of training mandated by the Police Training Commission. This course covers similar material as the basic class. There are two programs offered. The class during the winter months from December to May. These classes are held Monday, Wednesday and Thursday evening from 5:45PM to 10:00PM and all day Saturday. The summer training class is offered from May until the end of June and is seven and one half weeks. The course runs six days per week. 8:00AM to 5:00PM from Monday through Saturday. Upon graduation, students will be PTC certified as a Class Two Special Officer.

Sub Machine Gun Instructor School

This five-day course prepares the law enforcement firearms instructor to teach the fundamentals of operating the law enforcement submachine gun. Successful completion of this course certifies the instructor to qualify sub gun operators under the Attorney General’s Requalification Guidelines. Instruction includes nomenclature, malfunction clearance, semi-automatic and full automatic manipulation drills, shooting on the move, and other street relevant courses of fire. Candidates must achieve a 90% score on the Automatic/Semi-Automatic Qualification Course (ASQC) and pass a written examination to successfully complete the course. Necessary equipment includes: a submachine gun with sling; at least two 30-round magazines for the sub gun; 2,500 rounds of ammunition for the sub gun; a flashlight or sub gun attached light device; service handgun and holster; 100 rounds of ammunition for the handgun; wrap-around eye protection; hearing protection; baseball style or other hat with wide front brim; long sleeve shirts; rain gear (no ponchos); and a cleaning kit.

Verbal Statement Analysis

Training is provided which enables the investigator to recognize and analyze ‘key’ spoken words. The study of important parts of speech is utilized to enhance the abilities of the investigator and provide the tools to extract the hidden meaning behind the verbal utterances of those being interviewed.

Vehicle Operations Course

This course is designed to re-enforcement both basic and advanced driving skills for police officers. VIPRE Voice Stress Analysis

This Certified Examiners Course has been designed to allow the experienced and inexperienced investigator to easily grasp the concepts being taught. While the curriculum is accelerated and the student will be required to absorb a large amount of information in six days. Students who apply themselves can expect to receive tremendous benefits from this training program. Voice stress analysis offers many advantages. Voice samples can be recorded without discomfort to the subject. Examinations can be conducted remotely, both in distance, using telephone, or in time, using a tape recording. The VSA renders no “inconclusive” results. A typical VSA examine lasts 35-45 minutes. The recordings could be conducted covertly and would be of great benefit in intelligence and counterintelligence investigations. Written Statement Analysis

A training program that presents new and established techniques for the analysis of written statements. Investigators are provided with the necessary tools which enable them to analyze written statements to determine truthfulness and hidden meaning. Investigator will learn to look for ‘unintentional clues’, provided by the suspect.
